Common Eligibility Test (CET) for various non-Gazetted Recruitment Exams like Bank, SSC, Railways, etc. with Notification, Pattern, Syllabus

The Common Eligibility Test (CET) has been proposed to replace a common recruitment exam with multiple recruitment exams for various non-Gazetted Posts under the central government like Banking, SSC, Railways, etc. With this, it is believed, that the aspirants will get simple and neat system of recruitment.

Introduction of Common Eligibility Test (CET) :

In the Budget 2020, Finance Minister — Nirmala Sitharaman — announced to set up a National Recruitment Agency (NRA) to conduct a Common Eligibility Test (CET) for the recruitment of candidates to the Non-Gazetted Posts under RRB/ RRC (Railways), Staff Selection Commission (SSC), and various other Government Exams.

Common Eligibility Test (CET):

Out of all the jobs in India, 2.7% are government jobs and rest 97.3% are organized and unorganized sector jobs. The 2.7% comprise of both the central and state government jobs. Every year, approximately 2.5 crore candidates appear in multiple such recruitment examinations for approximately 1.25 lakh vacancies.

It has been proposed that a National recruitment Agency (NRA) will be set up to conduct the Common Eligibility Test (CET) for the recruitment of Non-Gazetted Posts. Till now, various government bodies like Railway Recruitment Board/Cell (RRB/RRC), Staff Selection Commission (SSC), Union Public Service Commission (UPSC) and National Testing Agency (NTA) has been conducting the major government exams at Pan India level. National Recruitment Agency (NRA) will perform the same role of conducting government exams for Non-Gazetted Posts across the different states, cities, and districts of India.

There shall be common registration of candidates through an online portal. To begin with, separate CETs shall be conducted for graduate, higher secondary (class 12-pass) and matriculate (class 10-pass) candidates for non-technical posts, for which recruitment is currently carried through the SSC, the Railway Recruitment Boards (RRBs) and the Institute of Banking Personnel Selection (IBPS).

The score obtained by the candidates in the CET will be made available to him as well as to the individual recruitment agency. The score will be valid for a period of three years from the date of declaration of result, it said.

 

Important: Each candidate will have two additional chances to improve his score, and the best of all available scores shall be deemed to be the current score of the candidate.

Final selection shall be made through separate specialised examinations to be conducted by the respective recruitment agencies.
 
For states: The government says that the states too could tap this mechanism on cost-sharing basis by entering into an MoU with the specialised agency for the CET for undertaking recruitment to state government jobs, adding the CET score of the candidates can also be used by central government ministries and departments for any recruitment made other than through the SSC.
 

How it will benefit the aspirants by CET ?

The government says that the proposal will mitigate the hardship faced by candidates who have to appear for multiple examinations conducted by multiple agencies, where similar eligibility conditions have been prescribed. Besides, candidates will not have to pay multiple application fees and also save travelling cost incurred to appear in these examinations. Such test will improve access to rural candidates by setting up at least one test centre in every district and to facilitate candidates to schedule tests and choose an examination centre of their choice.

Further, the government adds that it will also reduce the time taken in the selection process and "facilitate employment generation".

How to recruit such talents, train, select, and motivate them are perpetual themes for the study of personnel and public administration.

The proposed CET is the answer from the government to the question on how the government employees in the non-Gazetted posts will be recruited.
The government believes that this proposal would reduce the headache of candidates who aspire to become a government servant.

The test is really a great start to overcome and minimize the unnecessary efforts, wastage of money and time. Because ultimately the aim of these various examinations is to select the best candidates that can be done by a single common exam as well. With that said, there are still issues which government has to work on. Carrying out this large scale examination will not be easy. The respective organisation has to ensure the essential measures to restrain corruption and to handle millions of participants as well.

 

What a common citizen and an aspirant should expect from the proposed CET?

To what extent this reform will improve the quality of selected candidates is still an unanswered question from the government; changes in the syllabus only can tell that. With the current UPSC syllabus, India produces one of the worst civil servants and bureaucrats in Asia, not only in the world, and if the syllabus of the CET will not be at par with the requirements of society, we will have no improvement in the quality of non-Gazetted employees too. So, CET must not be confused otherwise that it will increase the number of jobs or quality of staff, it only will reduce the headache of the aspirants and the recruitment agency if the current syllabus continues without any major change.
 
 

Summary of Common Eligibility Test :

The National Recruitment Agency(NRA) will hold national level Common Eligibility Test(CET) for various non-Gazetted posts under the central government. A candidate will get three chances and the best of his/her score will be considered. The score will be valid for next three years.
Main purpose of this is to reduce the number of recruitment examinations. Which will eventually reduce the efforts of aspirants in getting government jobs and also of recruitment agencies in conducting such exams.
